Paypal Problem? Any Idea

I'm a Indian Paypal user. PayPal restricted indians to use their PayPal balance for making Payment.
We have to make via CC. PayPal is declining my CC. still confusing about the reason.

My Question is

Can i access My brother (US resident/ US verified Paypal) from here (India)
Can i make payment by his a/c by accessing here (India). Will it works ?
Also will it create any problem to his a/c ?

No, you can't access his account from another country, his account will be limited...I am abroad at the moment, and every time I use my PayPal account, I have to call them straight away to manually make the payment and lift the account limits.

You can ask your brother to make the payments for you from wherever he is though, and just arrange a way to give him the money.

i think that you can , but you cannot log in at the same day he logged in from there . its recommended for one of you use it .either you open it or he open it .... as there are alot of paypal users who travel and wanna check their account.

You can buy a us paypal account easily

yeah , if you log in with dffernt ip , you will get your paypal limited.
maybe try to buy VPN so you will get same ip or at least same country for logging in .
