I have a question regarding paypal prepaid/debit cards which are available at stores like 711. Has anyone used these cards before? Does it mean that if i purchase that card from 711, i can add to funds to it no matter even if my paypal account is not verified?

not sure about if your account is limited or not, but I can only speak from account fully verified. you purchase that moneypaq and just load it on your paypal and the money is their instantly pretty much.

so lets say if i open up a regular paypal account without adding my bank information. Then can i still link that paypal card to my paypal account and transfer money to it..if i have money in the new paypal account?

Well i don't know exactly if there be any rule for it, but in my opinion i think it would not be possible.
