So they need Photo ID to take the limits off of your account?
If so you need to have one made with the name and information on the PayPal Account and then
send it in to them. Photo shopping one will do the trick.

Yes, they need photo id. Any templates? Also, can't they electronically verify it?

Im from UK. They can electronically verify passports. You can check a passport yourself online.

Go issue a passport if you are over 16. Takes 1.5 month max and you will not need false papers.

You can just get any password and photoshop the text to suit your paypal account. I've done it before and it has worked for me.
