This is easy...your IPN is not implemented. If you want to replicate this, install an old version of Firefox and install the plugin TamperData... when you use it, you an change the amount,,, old trick,,

It's not paypal fault, it's from your website....they change the amount before they get to paypal website

i've had this problem on my paypal too but since i manually check all orders i did not make mistake to deliver my services.

This means that you are using the old paypal form where the sum used to be a hidden field or something. Additionally, your system should talk to the PayPal api and find out how much the user paid.. if the sum is not what it should be, it should refund the money instantly (or keep it lol)..
