Just an update that it seems that paypal fixed the refund exploit.
I sent the .01 refund and the payment stay'd "on-hold".

Ive heard that once you hit 100 feedback it goes away..so I'm close with 91.

I know someone who tried the refund with GayPal and it didn't lift the hold so yes, it's possible that it has now been fixed.

I'm honestly not sure about the 100 feedback rule...first I've heard about it.

I have over 100 feedback and list with Turbo Lister. I regularly get a warning saying that GayPal may withold some of the monies until positive feedback is received or 21 days has lapsed.

10.7 eBay Item Hold.

1.
1. PayPal, in its sole discretion, may place a hold on a payment you receive for an eBay transaction when PayPal believes there may be a high level of risk associated with the transaction. If PayPal places a hold on your payment, it will show as "pending" in your PayPal Account.

2. Release of eBay item hold. PayPal will release the eBay item hold after 21 days unless you receive a Dispute, Claim, Chargeback, or Reversal on the transaction subject to the hold. PayPal may release the hold earlier if the buyer leaves positive feedback on eBay.

3. Additional hold period. If you receive a Dispute, Claim, Chargeback, or Reversal on the transaction subject to the eBay item hold, PayPal may hold the payment in your Account (or an amount equal to the relevant payment) until the matter is resolved pursuant to this Agreement.
