Sorry I wanted to ask you if the witdrawn with PayPal Mastercard is instantanly or do I need to wait 3 days before to take money out at ATM?
Also only USA citizens can have PayPal mastercard? I am in EU can I have PayPal Mastercard?

You may have issues with the withdrawal there, but if you call them and say you are on travel or something of that nature you'll be alright. Once the funds are posted your free to access them.
 
It's only available in a few countries: US, Canada and the UK.

I don't have the card, but i think you can spend your available balance right away (which is not under hold), there's no waiting period.
 
You need call them to verify , maybe need give some documents for proof you are living in EU.
 
PayPal.jpg You just need to wait 30 Mints, if PayPal not find any issue.

They discontinued it in the UK, I had one
