Paypal locked $76 only utility bill needed.

I have a paypal account with $76 locked in it. It's verified but limited and the only limit which is required to be lifted is the 'Utility bill' if someone could look at the paypal account over teamviewer and see if it can be unlocked. I've heard that utility bills can be photoshopped and succeeded in the verification. If someone here knows photoshopping well and can help me out with this and lift the limit, i will give him $30 for this job. If you don't believe i will show you my paypal account over teamviewer.. i need someone trusted here.

yes talk to secondeye from bst section , but even if they ask you the utility bill first i think once you provide that they all ask for id and probably other ways of verification as well
 
Thanks for the reply guys.. if i offer secondeye that i will pay him after the account is unlocked will he accept ? because i have the money locked in it and i can't pay him before it's unlocked.

He dont provide such documents.. I have the same problem... I asked him... He said he dont provide those... And then i have contacted to secondeye.. Waiting for
his response.. And OP can you please let me know once you solved this problem as other guy in this thread stated that they may ask for more documents please?

Usually they do , im talking here from my own experience once they limit your account they may ask for an utility bill or passport first then they might as well ask for bank account statement or driving license along and you ll have to link a credit card (vcc) or bank account (vba)
 
at the moment it's just asking utility bill for the proof of address and I don't know if they will ask more documents or not. But if they do, will secondeye be able to provide the other documents as well which may be needed possible ? such as vcc vba, driving license, bank account statements ?
 
Yes he can... They have asked me for 2 things utility bill and credit card.. I'm done with credit card. Just need utility bill.. I have 100$ in that account..
 
I can provide you utility bill, which country utility bill you need? How will you pay and when you will pay?

The paypal account is registered on slovenia and i will pay you by paypal and i can only pay you when my account gets unblocked and when paypal allowed the transaction.
 
Problem is you do not have the money to pay unless the account is unlocked and I do not know if they would front you with the
documents first until you can pay them.

create utility bill using photoshop cs. google it for samples or template and just change the value.

I cant pm until i have 15 post please send message to me iof you can make a Paypal utility bill that will verify my paypal account .I will pay you. I have a legit paypal account but I do not have a bill in my name.
