I am not sure if you can send it Bank, but whats the issue if you can easily withdraw amount from Payoneer account using their ATM card?

Payoneer does offer services to France, and also to over 200 countries worldwide. You can sign up for the Payoneer Prepaid Debit MasterCard Card, and use it in France to make purchases online, in stores, and at ATMs.
Depending on the company you want to receive payments from, you can also choose to receive payments directly to your bank account (instead of the prepaid card).

Why paypal have limited your account?
Recently I managed to lift limitations from my account.
