Have you tried providing them what they are asking for?
You have two options options in this case:
1 - contact Paypal and provide them what they will ask you.
2 - Or wait for the 180 days to get it released.
If you contact them and explain the everything there is a big chance you solve everything. If you account is verified and ok.

I actually just had about the same situation except for eBay...
Had 2 PayPal accounts and would send money back and forth so that they would not be closed or a dispute wouldn't put me in the negatives for both accounts.
Anyways never use the same ip address on both or you will definitely end up limited and account deactivated.
They locked both of my accounts due to "suspicious activities" and will never be able to have them back.
Once they put a permanent limit on account (it will say permanent) then your account(s) are a goner.
This just made me find a new method to fix the system with different ip addresses, PayPal prepaid mastercards for $500 a month withdrawal limits and a few different accounts.
I can easily make $200+ a day on my methods of earning so with a $100 investment for 10 PayPal prepaid mastercards I can actually withdrawal $5k a month and just upscale the method till my accounts are banned again and then it is onto a new way.
IMO just out think PayPal... yes they will ban you but at least be a couple steps ahead of them for at least a month or two and in that time come up with new ways of fucking PayPal and taking out of their "PayPal wallet" as customer service says.

I also got limited by this ass**les without any good reason.
I was selling like crazy WSO's and they saw that i had a great income almost overnight for over 3 months+
So they decided to limit my account after long hours of speaking with them and explaining to them the situation.
I had some refunds,charge backs and other shits but i was always in positive balance but they didn;t give a f*ck about anything.
I had that PP account from 2005 verified with 3 real CC and 1 USA Bank Account on it.
So that is really f**ked up from their part.
The amount will be released on July
and i have $19,450 in it.
You don't even want to know the damage this assholes did to me by doing this shit.

i have an account with ebay also before and paypal limited me... They just hate selling digital goods with ebay...because they want you to provide shipping..and email is not an option..
if its like selling keys,seling codes ,selling coupons etc.. they hate it..ifyour PP account is new they won't tolerate it..hmm maybe if your account is old they might give you a chance..
