Submit all requested documents , and it limitations should be removed, if its still limited after a week give them a call. Let us know how you get on.

What does paypal ask you to lift limits? Is it some documents such as id and bills , with credit card? If yes you may have chances to lift the limits on your account if you submit those documents.I would advice to contact them and ask them specifically the reasons of limitation and what you need to do to lift the limits.
In some cases, after you submit all of documents, paypal still limit your account.
In the past, I had waited for 6 month to remove the limited account.
However, in your case, I think that you just submit all requirement documents to remove limited account.

do you log in with same ip?they track some multiple accounts which is not allowed .
