Paypal Limited - URGENT

Hi everyone,

I am just 16 years and my paypal accounts was right now limited. I have 250$ on my account and they are asking to me: "Confirm your credit card" "Photo ID" "Proof of Address". I can send a proof of address and I can confirm my credit card but I can not send a photo ID because I am just 16 years. I am from europe (Portugal) can some one create a fake Photo ID to me? Or is there other way to unlimit my paypal account?
