Paypal Limited right after adding VCC

Hey guys since US accounts now all have the "claim it" problem, I've been creating european accounts and I have been buying vcc's from websites I found on google like supervcc, the problem with this is that the last 3 accounts I tried to create with these vcc's got instantly limited right after adding the vcc, and they don't refund when this happens. Does anyone know why this happens? And where can I buy a decent vcc?
Marketplace vcc's seem to have the same quality of these websites to be honest.

Did you follow all the stealth rules when creating your accounts, like using a fresh IP, new PC user, name and address for each account?

Yes ofc. I believe the problem is the vcc being issued from a different country that my account is from.

I don't see the difference between his vcc's and the one's I bought, I bet the same will happen with his vcc but instead I wasted double the money. I need someone who can make me sure it won't limit my account and who can tell where the vcc is being issued from, even secondeyesolutions say they're not responsible if the vcc limits any accounts, and I wouldn't say they have bad vcc's assuming they good reputation

Buy VCCs from the institutions that directly issue them..Visa, MC, Amex.

Having a VCC means you will have to make sure you prove your identity etc....
