PayPal limited. Really need help :)

So, I'm 15 years old, got the paypal under my name (My first name is not the same as dads).
Now it is limited for "third party usage", and I need it unlimited.
Now, there were 3 steps to resolve it, I've done two of those, and there is one left - upload a utility bill. So, if I upload an electricity bill with my father's name, would they accept it?

did you put your real age ? cuz if you would upload an utility bill that might ring a bell at p@yp@l ... but listen in any case just scan the bill and change the name on it to your name. with paint, gimp of whatever you got, but try to make it real he! then upload to p@yp@l, and if you don't get any respond within the 4 days, send them emails till they accept. I had to send 4 emails before it was ok. even though the bills are on my name... and if still not ok ask your big brother or dad to call paypal. and problem solved. enjoy
