PayPal limited or what?

Hi.
First of all this problem isn't related to Ebay but to PayPal.

So I was offering some services and getting paid with PayPal. I got about 10 payments from different people last 2 weeks. The account I am using is a stealth one which is with me for quite a long time (4 years). It is not USA or UK.
So now I have a balance of ~130$ and want to send money to another PP user (sending $100). When I tried at first PP said they wanna call me at the number I've entered when registering. I entered a fake number that time (don't say it was wrong), any way it's been 4 years ago so even if I entered my real number now both mobile & landline numbers of mine got changed so it wouldn't be of help.
I entered another landline number hoping PP could be so easy to fool (well actually I thought it won't work in some way anyw I had to try). Now PP says it couldn't send my payment right now, the usual PP message.

It looks like I can pay online for a service (tried paying for my hosting & VPN) but not send the money to other user with their email.
I didn't have any messages on my email about account being limited.
BTW I try to send money as family & friends if it matters.

So what would you guys say, is the account limited and I should expect new problems (e.g. it won't be able to send any payment even through checkout) or there are chances to get it up ever?

Is the landline number you entered last actually working? If yes, maybe try again tomorrow. If not, try a number where they can reach you.

If none of those work, you can try this:
1. Make an e-junkie account and tie the PayPal account to it. Not the PayPal account where you have the money, but the other one, where you want to money to be sent.
2. Create a buy now button or a shopping cart with any product (e.g. an ebook).
3. Buy the product with the PayPal, where you have the money, so the funds will go to the other PayPal account.

Paypal's customer service is much more responsive than it was years ago. I would just open a ticket or call them.

Any form of limitation usually appears in your personal account dashboard where you also get steps you need to follow to get unlimited. If nothing appears there, then you shouldn`t be limited..

Your account will not be limited if you can let that for 24/72 hours for the system to refresh , and you can try to delete your cache&cookies (that's how paypal read from their script).
