I think it is only a matter of time before your eBay account gets suspended...

If you link your new PayPal account with your old eBay account then it will link it to the old PayPal and you will get suspended again.
You cannot link old accounts to new accounts unfortunately.

Can I add a new paypal to an ebay account that paypal was limited on?
Ebay is good with great feedback, can I add and get payments to a new paypal account?

Why do you need a "stealth" account to begin with? What are you trying to hide & why?
It's all going to catch up w/ you, if it hasn't already.
You could even end up facing criminal charges.

I think it's obvious that he is either selling fake items or that his main account got banned FOR SELLING FAKE ITEMS.

no matter what you do it will get linked, you need to move on and start everything new once again...
