of course he needs upfront payment, but charges only like $30 and not 315

Whoa be careful man you can get the PayPal account unlimited much cheaper than that so think twice
before sending money out like that.

If your A/c is limited then here are following steps.

1. Get the reason why your A/c is limited and get it fixed.
2. Read FAQs and terms of paypal.
3. Easy step- Call paypal and ask for A/c limitations. They are very friendly and will get your paypal active if they find your reason valid.

You're going to have to photoshop some documents, really the only way if it's stealth.Easier thank you'd think
