If you are "permanently suspended", I don't think it's possible. You have to wait the 180 days to get your money... if they give it to you...
Stay away from gaypal, they're nothing but trouble. Use debit/credit cards, cryptos, any method other than gaypal to accept payments, and have a nice day

I'm sorry to hear you have been a victim to PP, Its likely for someone with a PP Account to be limited at some point where you are requested to send them further information. I would suggest you login to your account and review the notification area where you a requested to take action, that's where you will be able to verify what PP requires from you. If the account is registered in your own name you shouldn't have too much trouble in having it reinstated.
I have found the information requested can vary from account to account and the type of account you have for example a Personal or Business Account, furthermore, which country your accounts registered in. I haven't experimented other countries but mostly know about the UK Registered Accounts.
Personal Account:
Identity Proof - Passport / Driving License
Bank Statement / Utility Bill or both if requested.
Explanation of funds received.
Business Account:
Identity Proof - Passport / Driving License
Bank Statement / Utility Bill or both if requested.
Company Letter head
Limited Companies - Corporation Certificate
Inventory / Suppliers information.
Explanation of funds received.
