Paypal Limitation - Help

Paypal just limited my US paypal account because I received few dollars consecutively from clients I worked for on fiverr.

Now they are asking for:

Identity card
Prove of US address
Bank statement
Social Security No


Note: I don't live in US, not a resident, don't have SSN, how do I overcome this limitation pls?

My paypal account is linked to my payoneer, can I use the payoneer bank statement as my aaccoun statement?

Is there any way to get a Social Security Number to remove this limitation?

Please I need u guys' help badly. I have never used my paypal for illegal activity; in fact I hate such with passion, help me.

Yes it's with few dollars but I have registered it in many places I work online and earn little commission, and my payoneer is linked to it for withdrawal. If u can assist me, will get u lots of jobs on this.

I will love to restore it and possibly make it a full business paypal account. Thanks in anticipation of your help
