Paypal like services with debit cards?

I heard from one guy talk about online bank such as PayPal, that offers cards.

What he said is it's like PayPal, you have your cash there and they provide you with a card that you can use at ATM.
Costs 20 EURO a year and 2 EURO per withdraw.

I want to know if there is such service, as I have not seen any.

Would this be a good way to take my earnings without bringing attention regarding taxation?

I'm not saying that I need to avoid something like that as I'm just beginning so I don't need to worry about that but would be nice just to know...

i got skrill they give you a master card

Payoneer is the best for Debit Card.

Did these guys used to have greenish theme? I think I remeber them from ages ago..

Thanks I will check it out!

But Skrill seemed to have lower fees in quick look.
