In some cases paypal even take your funds from the account after they lock it. once u get permanent limited by paypal, they tell you to wait 180 days to withdraw the funds from limited account but before that they transfer the funds to themselves, and says they have taken the money for PayPal damages.
180 days is the normal rolling reserve time due to chargeback periods, that's why you'll see that number sometimes.
The up to a month can be suspicious transactions, SAR etc.
To the people who think paypal benefits from confiscation, that's not how it works, they have to send back to the origin if something was flagged or eventually release the funds and all that incurs heavy legal and compliance cost.
Ideally, they want 100% non suspicious transactions, but we have people shopping with stolen cards, identity mismatches, multiple accounts, people thinking they lost their card or it was stolen while being drunk out, see a charge they don't recognize(airplane charges and such come much later often).
If they're not compliant they will lose the ability to do licenced processing and worse, could be held liable under anti money laundering directives.
There's plenty of things to be done until you can legally process funds, even if an emi and not custodian of funds.
