PayPal is cool to buy stuff from internet because if you get scammed there’s 99% chance to get money via PayPal.
You can have problems with PayPal if you enter you information incorrectly, because PayPal might ask you to verify address and identity.
Other common problem is that PayPal blocks your account if you created it underage.
And if you use your account for business i.e. dropshipping, other service and payments then you should read more about paypal policies and your own reverse-logistics policy must be good so buyers wouldn’t open claims against you.
All in all PP is great for personal use.

PayPal is good when you have a really legit, white-hat business and it's easy to prove that customers get what they pay for.

PayPal is 100% secure, but if you break their ToS, your account ( and your $$$ ) will be put at risk. In order to avoid problems, read their rules, do your job ( and get as few refunds as you can - the best scenario is not getting any refund ). First thing first, make sure you are over 18 years when you open the account ( you will be surprised how many people get caught by this little mistake, even after years ). Second, don't forget: PP is not a bank, so my best advice is to withdraw your money as fast as you can after you receive payments, and not to keep them there. It's a horible feeling when PP, because of a countless reasons, block your money for 180 days.
What exactly are you trying to use it for? You didn't specify if it's for a business account to sell stuff or if it's just a personal account to buy things occasionally. As some people said, PayPal isn't the best option to sell stuff on but as a personal account just buying a few things occasionally you should be safe.

If you are doing business that don't fall under their prohibited list, then you are safe to work with them. I have an aged account over a decade without any issues as long as you follow their rules and definitely, no greyhat, blackhat, resolved your disputes on time and have to be low number of disputes monthly. Keep in good contact with your account manager.

dont store anything at paypal for considerable amount of time
they can block you any given moment and you will spend days and nights trying to do something about it, even if you have everything legitimate
i say you can set up an eu paypal and link a eu account to increase the chance of its operational status but when you start moving a lot of dollars you are always in trouble
