I want to pay my designers over PayPal but I was previously banned on PayPal for something out of my control. Is there a way I can still use PayPal so I can pay my employees? It seems like they have me blocked even if I make a new account.
 
use a different browser and IP, stealth account, don't attach the same credit card/bank account
 
Use something else. Using PayPal for transactions is like using sandpaper as toiletpaper, IMO.

Ask them to send you an invoice, but use an email address not connected to your banned account and use a card to pay.

You sell VCC correct? Could I use this to send payments as well?

Pretty much the simplest way.

Paypal did allow me to open a second account though. Long story short, I joined a bad company and I unknowingly allowed them to use my account to scam people.. This was back in 2005-6 or 2007 probably. My account got permanently limited as a result. After 180 days, I took the funds out and closed the account (it used to be possible back then, not sure about now). Then I waited for a year or so and opened another PayPal account with the same details (even PAN, which is tax id for indians). I am still using that account. I am sure paypal knows who I am, but they probably chose to forgive me.
 
I have been in the same boat as you, lost my account years ago and since I moved onto Stealth accounts. What I can tell you from my experience is that, PayPal are ruthless and if they don't like something with out explanation your account can get limited or even closed they are known to freeze the account balance for 180 day's and where violations apply, they may not even pay out the account balance after 180days. Its pretty sketchy but what I have learnt is approach it in a way where you minimise the risk whilst also maximising your interest by that I mean have multiple accounts and have funds sent across all of them at least if one egg drops you can still rely on the others..
