PayPal issue

Hello guys,
so I'm from a country which isn't eligible PayPal and I have a problem. I have money on a CPA network and want to withdraw it but the problem is that PayPal is the only way to. If I just create a Paypal account and push money into it I know I won't be able to withdraw but would I be able to send money to someone even without verification? If not do anyone has a solution for this?

Which CPA network does pay via PayPal only? Cheque and wire are pretty much always options too and others like Payoneer, Paxum etc.

If you're fixed on PayPal, you either need to buy a verified account from an eligible country or you need to use a middle man (with a verified PayPal account) and work out a percentage deal while paying attention not to get scammed in the process. If you create a PayPal account what you are unable to verify for whatever reason, the limitation risk is very high, unavoidable. The limitation will happen very likely either when you receive the funds or when you try to send money.

See in many countries PayPal is not available and I don't believe any CPA network has single payment mode. I would recommend you to use Payoneer to accept payments

Well I know PayPal isn't the only payment method but for some reason, I need to do it with PayPal. But anyway I think I'll buy a verified PayPal account from the marketplace like said. Do anyone has a suggestion of good sellers? Thanks for the answers guys.
