PayPal Issue - Guide Needed

Good day to all BHW,

Please do not be bored with my story. I need to explain a lot so you can understand my predicament.

The IM has been negative from my end for the past 3 months. I run series of services that gives me average of $500 per month. Though it might sound too little in the GURUS' hear but yet I am contented though wish to earn more.

I am from a country where PayPal is a TABOO! My country is not accepted but I have a stealth paypal account which I have been using to receive payment for more than a year before It was later LIMITED and banned. After that, I have tried to create an another accounts within the past 3 months but all got limited within short period. The last being a United State account, I bank, credit card and phone verified the account yet I was asked to present some documents. I paid SECONDEYE for PP documents but his delivery make matter worsen. It was also limited and suspended.

Now I have got an Indian Passport and a UK passport which I can use to make a stealth account but I am confused which country to choose.

HERE ARE MY MAIN QUESTIONS
1. Which country paypal is not so strict on?
2. can I choose a prefer country and choose either Indian or UK as my country?
3. If India is chosen as my country, and I create account from Poland, will be able to send and receive money with Polish guide (I learnt Indians are not allowed to send out money)

Please I will be happy if my humble BHW members could help me out and make me a happy man again.

1. All countries are probably the same.
2. Paypal will limit your account and ask you for proof and there goes your money when try find out.

Same rules everywhere, with some restrictions for countries with diplomatic issues. In some countries people screw up so frequently, they think they've been targetted, but they're not. They're just screwing up frequently.

Not unless you live there.

Create a good reputation with payment systems and you'll have credit. Most folks try to scam payment gateways on their first few months and then when they get the slammer they go aroundt he WWW forums whining.

In order to create an Indian Paypal account, you need to have a PAN CARD issued by the Government of India.
So you CANNOT create an Indian PP account.

PAN card and varified bank account is must, otherwise you will face problems with paypal in future and there will be chances of loosing your money.

Thanks for your input, TO ALL. I think my concern now will be the third point on my list. Let Assume I choose a Polish or UAE IP to create an account, can I choose Indian NATIONALITY? and Will be able to send and receive money under Polish or UAE policies?

I need more clarification.
