From PP India page:

Please be reminded that any payments received into your PayPal account from the export of goods and services cannot be re-used for making purchases or any other payments.

what do they mean by this BS?

They aren't cheating indians, you need to get your information straight. It's the indian government and their regulations, why would paypal choose to screw ONLY india over?
