Paypal hold on funds from ebay question, Help please!

Hello everyone! Ive been dropshipping for 1 month now on ebay and am a new seller for paypal so i get the hold for up to 21 days. My current ebay store fell below standard cause i made some out of stock mistakes and was learning from my mistakes. So my question is if i start another ebay store and close the last one, will the 90 days start over for the pay pal holds? Or will it continue from my current 30 days?
