Paypal hold for non Ebay transactions?

Hello guys,

Does paypal hold your funds for 21 days even if you are not an Ebay seller? For example, let's say if I'm selling on Etsy, can I access my funds as soon as a buyer pays me? Any experience?

I never had issues with Paypal holding any of my funds, but then again I do not deal with Ebay either. I think the only reason they hold funds from Ebay for 21 days is if the buyer chooses the protection option or something of the sort. I have only heard of Paypal doing that then.
