You do what Paypal requests you do to lift the limited status, and hope that they do. If they don't and they opt to permanently limit or close it, you wait six months, after which they will let you withdraw to your bank, or mail a check to your recorded address. If you want to fight the six month freeze, you have to get a lawyer to contact PP and perhaps scare them with threats of legal action. Might work, might not, but might cost you as much as you have left in the account.
