does one need also a vba to send money/make payments?
if no than im guessing maybe vcc i bought was bad.

Yes, you should leave your paypal for 5 days and do nothing with it. If you won't be able to send money even after ~week, you should add bank and withdraw the money.

However, if you still have this problem but do not want to add a bank account, call to the paypal and tell them about your problem. They should fix it for you
