Services are available in BHW market place. You must check those threads. They can restore your account.

If it's your personal account, it's very easy to lift the limitation. If it's not then BHW Misc would be your solution, @secondeye could be a good fit for this.

Try calling them by phone when you submit the documents as that can help a lot. Even though their staff is limited now due to covid and it takes a long-time to get in contact with a real human.

you have no choice to provide anything they ask if it's your own account it will have no problem they will lift the banned after you submit it and
it's only 400$ most service restore paypal account is 300$+ then it's not 100% success ratio XD
