Paypal - Full verification steps?

Hello, I am trying to create a verified paypal account.
I am aware of following steps / requirements:

1. get private proxy with US IP [done]
2. using non-suspicious user-agent [done via browser addon, Chrome on Windows]
3. use and verify US Phone number (and keep number permanently)
[TODO]: Any service with a fair price that you could recommend? (with bitcoin accepted)
4. buy a VCC or VBA
[TODO]: which seller with fair price recommended?
5. buy docs from marketplace and submit to paypal
[TODO]: which seller with fair price recommended?

Can you confirm these steps? Or did i miss a step here?
Can you also answer the questions in the steps 3,4,5 ?

Whats more useful to order, a VCC or VBA? (since only of them is required to verify paypal?)
