[paypal] Filling chargeback/claim help needed.

Recently i purchased "ghost" paypal account from someone but they ripped me off and did not send it to me. Now i want to file a claim on that payment (paid thru PayPal of course). Can anyone help me with filling claim correctly to increase my chances of getting money back?
 
Of course paypal is never going to rule in your favor
 
Paypal never rules BUYER IN FAVOR for virtual items.

They won BECAUSE the seller didn't respond to his claim,

OP , you were buying a PAYPAL ACCOUNT, totally against pp TOS, I would say you have no chance, unless the invoices etc do not mention that

however as said above non physical items , pp never rule in buyers favour

Not only does paypal not rule in favor of virtual items.

It's a ghost paypal account! Why would they help you get a ghost paypal account.

How they are supposed to know that it was payment for ghost account? Maybe i can come up with a lie lol. Or my money is gone for good?

If you have paid through credit card there is chance that you could get your money back.
Since it is a digital good paypal wont give the decision on your favour.
 
I'm surprised to see that all of the comments say PayPal never rules in the buyer's favour when I have had the opposite experience for years.

In PayPal's Seller Protection Policy it says you are not covered if "you sell services, intangible items, or digital goods." As with eBay, PayPal seems to have a policy that the buyer is always right. As a seller who works with other sellers of digital items, we complain amongst ourselves about bogus chargebacks by buyers all the time.

Since PayPal requires the seller to "provide either Proof of Shipment or Proof of Delivery to get coverage", in my/our experience, the seller is usually the loser in the case of disputed delivery/receiving of e-goods. And no, PayPal will not accept emails as proof because they have told us they can be easily forged.

Normally I would say, simply file a chargeback through PayPal for an item not received. HOWEVER since the item not received is a PayPal account I have NO IDEA how you plan to explain the goods not received is a PayPal account. As boom1 says, you bought in violation of PayPal's terms in the first place. In this case, I can't imagine how you could possibly hope to win. The seller obviously knows that too. Going through your credit card company for an item not received is a much smarter way to try to recoup your money on this one.

I'd simply file a chargeback through PayPal for an item not received. In my experience, you are not the one with the burden of proof.

And if they ask what kind of items the seller should've sent?
 
I have a list of all the paypal escalation contacts. Will dig it out later. Always works for me with a dispute.

This is exactly right.
 
You could go 2 ways with it.

1. dispute it through pp (Item not received) leave it as generic as possible but state you never received goods and state that you allowed your son/daughter to purchase something online and allowed them to use your account and then explain that your son has moved back to college/ went back to army etc etc...and that they never sent item. Paypal should require seller to provide proof of delivery. You will run the risks of them reviewing what was sold and if they see that you were trying to buy stealth acct. then bam they can drop the hammer on you...

2. Call your CC co. or bank you used to buy and go directly through them. State that you never received item and you most likely will win that route and get to keep your account.

Honestly....if your talking about something less than 30 bucks...I would just learn your lesson and forget it and move on. Either way you can run the risk of PP looking into sale and seeing that you bought ghost acct which would get your GOOD acct banned.

Just keep his email handy...Study up on some modern worms and malware...and when a little time goes buy thank him for the service and ask to buy a few more accounts...sneak in a worm into an email attachment and fry his hard drive for life...LOL then you will get justice and your money back through his PC....

Tip of the day: Send an email to EVERY PayPal email address that you can find as BCC: not just one department That way you have multiple people and multiple departments looking at it.



 
man if your not careful you will not only fail to get your money back for this ghost paypal account purchase, but you'll also lose the paypal account you paid with in the first place!

Oh the irony...
