The person receiving the money would pay the fees in this case, because they are considered the merchant. You would have no fees. What the person would pay in fees depends on the amount of money they receive in a given year.

There may be a fee to use a debit or credit card to send money, which shouldn't be a problem because you are using your PayPal balance.

If you Pay for Service its free for you but the Seller will pay the Fee. But If you send as Gift In Canada and the US Paypal is free.
