[Paypal] EU regulations require your attention

if it is a requirement they normally force you through the process when you sign in, maybe they will do that in the new year

Copy and paste the paypal link into your address bar. If you click a link in an email it can be a rogue link thats cloaked. It almost happened to me before but I figured it out. I visited the url manually and the page didnt have any relevant info. I would call them to double check.

idk what they want more, photo ID and proof of address was already submitted

or this confirmation process was already done by submitting photo ID and proof of address (maybe that's why there wasn't any guidelines when i logged into my Paypal) and they sent out this email to every EU Paypal account holders regardless the status of their account (verified or non-verified)

or i can also imagine it has something to do with taxes and we'll be required to submit the VAT number just like US residents are required to submit their SSN

It's BS mate, stay well clear, as the guy above said, Paypal would force you to do such a thing only when you have already logged in. They would NEVER request info by email.

they asked for nothing in the email if you read it carefully
all the 2 links are going to where they should (help center and security center)

i received it in my gmail and there's the usual key symbol next to the sender when you receive an email from trusted source

so i call this legit

As I said, copy/paste the links in to the address bar rather than click. If you do that and they go to the same place, ok great- give em what they want. If your hesitant, call and ask

Strict procedures, you have to be very careful whilst using your account. You should call them and clear this out.
