what does this error means when trying to log in to paypal ? and whats its solution

Clear your cookies, and try to login again. If that fails, change your IP address or use a proxy.

Basically PP doesn't like your browser session ID.

Well that's a change of direction in your thread. To get to the point, no there aren't any full-time proxies in Australia (some might say they are, but I would seriously doubt it). Bandwidth here is insanely expensive, and you won't get your hands on more than 8 IP's without a 2Mb or higher service (costing around $800 per month for unlimited BW).

What do you need proxies for, there may be other ways to skin the cat (so to speak).
 
its due to your browser problem , turn off your pop up blocker.

dont keep the page logined and ideal for 5 or more minutes. it will be logged off.

its more or like a online bank, so use them quickly
 
happens to me all the time man, just clear your cookies and try again.
 
i have tried to clear cookies so manyy times result is same
