I have a guy who wants me to pay him to a paypal account that doesn't seem to belong to him. He wants me to give him transaction details. I googled the account and it seems like its a hacked email account.

Anyone tell me what may be going on here? I am hesitant to pay to a fishy account.

If you feel its really a hacked account dont make the payment. You even spend some 10$ more and buy from a provider who can surely give you the service.
