I have the same question and would appreciate if this could be possible on Facebook (Technically and/or Legally). Any helpful inputs will be highly appreciated :)

    Technically:

-Get the code for your paypal button. If you do not know how to do this there are plenty of tutorials on google.

-Make an app and put the code in your canvas page. If you don't know how to do that here is a tut: http://iframehost.com/help/appsetup

-Add that app to your fanpage by going to the app, then click "Add to my page" in the bottom left corner.

    Done

Is is legal? Yes I assume so, I have never heard of anyone getting arrested for putting a paypal button on a facebook page.

Is it against their TOS? I'm not sure but I don't think it is as there are plenty of online fanpage stores and I have seen many paypal buttons on pages. Just make sure it also doesn't violate Paypal TOS.
