Paypal Denied Legal Documents

I have a service lift limit paypal quite famous in vietnam. This is so crazy, today paypal limited my friend account and required Photo ID + proof of address. He asked me for help but this is real paypal account with his real name. So i tell him just take a photo of you Passport + Phone Bill and send to them. He uploaded real Passport issue by goverment + phone bill => just 5 minutes later, paypal sent email and limit 180 days his account.. This is so suck!!! i don't think have some one review his documents and this is machine systems. When you account get high risk => Paypal will limit 180 days you account No matter what you send to paypal

Definitely need to call. There are many reasons that can cause this. Or maybe he accidentally removed camera details from photo and they didn't like the docs. Or they think the transactions were high risk. It's still possible to appeal the decision through a call.
