You can Use diffrent proxy server or IP hide software to create and US PayPal and add VCC to verify it 100% and use it to receive money from different PayPal.

yeah OP, you can, but you need to send it to other paypal account in order for you to cash out your funds. From US paypal account then send your funds to your Non-US paypal account or to your personal paypal account
