An Austria buyer purchased a $248 dress from me. I sent with USPS priority mail flat rate envelope with tracking number. After 14 days, buyer opened a non receive case on Paypal. I send tracking number to Paypal. I did not know Austria is a non tracking country and the tracking number is only good till United States. After 4 days, Paypal judge in buyer's favor and issued a full refund. I have contacted buyer 5 times since then and she never replied. I sent message to Austris postal office to ask if they can track for me. They have confirmed that the package is delivered and signed. But I did not add signature confirmation, so they don't send tracking information in Austria. I sent Austria Postal Office email to Paypal. Paypal asked me to have Austria Postal Office put tracking number (USPS tracking) on their email. I did and appealed. Paypal judged in buyer's favor and asked me to provide the confirmation email in Austria Postal Office letterhead. Austria postal office did that for me and I send to Paypal and appeal again. Paypal said it is over $250 and I should get a signature confirmation. I told him it is a $248 dress with $23.95 flat rate envelope to Austria. I used Ebay default shipping setting which is not require signature. Paypal said they can not reverse the charge. But they will send buyer an email to tell her that she got the item and she should pay me. Buyer still did not answer. So as of this point, is there anything I can do? Any suggestions are appreciated. Thank you.
