Paypal Case Help Needed

    An Austria buyer purchased a $248 dress from me. I sent with USPS priority mail flat rate envelope with tracking number.
    After 14 days, buyer opened a non receive case on Paypal.
    I send tracking number to Paypal. I did not know Austria is a non tracking country and the tracking number is only good till United States.
    After 4 days, Paypal judge in buyer's favor and issued a full refund.
    I have contacted buyer 5 times since then and she never replied.
    I sent message to Austris postal office to ask if they can track for me. They have confirmed that the package is delivered and signed. But I did not add signature confirmation, so they don't send tracking information in Austria.
    I sent Austria Postal Office email to Paypal. Paypal asked me to have Austria Postal Office put tracking number (USPS tracking) on their email. I did and appealed.
    Paypal judged in buyer's favor and asked me to provide the confirmation email in Austria Postal Office letterhead. Austria postal office did that for me and I send to Paypal and appeal again.
    Paypal said it is over $250 and I should get a signature confirmation. I told him it is a $248 dress with $23.95 flat rate envelope to Austria. I used Ebay default shipping setting which is not require signature.
    Paypal said they can not reverse the charge. But they will send buyer an email to tell her that she got the item and she should pay me. Buyer still did not answer.

    So as of this point, is there anything I can do?

    Any suggestions are appreciated.

    Once a case is closed, it cannot be re-opened.
    PayPal policy.

    Try to contact her again...it's your only chance.
    From your informations, when she opened the dispute, she already received the product?

    No, she did not. But she received 7 days after she opened case and 3 days after Paypal refund her. All my 5 message sent to her were after she got the item. She choose not to reply.

    This really sucks - but don't think there is anything you can do

    Well just another example of how Paypal suck

    They make it far too easy for buyers to con sellers

    A Suggestion.

    Why not a plan a Quick Vacation to Austria, and pay her a little personal visit.

    If its not more than 10 days after case closed then you can appeal it and re open it.

    I have appealed 3 times. I even brought both Ebay rep and Paypal supervisor on the line. Ebay said if this case is opened in ebay, they will judge in my favor. Paypal supervisor said it is Paypal policy that I need to get signature for total receipt of more than $250. So he said I can not appeal anymore.
    I don't know if at this point I should file a police report or ic3 against buyer or Paypal.
    Anybody knows?

    Yeah, I was even thinking if I should find some collection agency in Austria to visit her.

    As per my knowledge PayPal will not help you out in this condition. Somehow you have to contact that buyer either by personal way or some other way and have to convince her to pay the amount - as whatever she has done its totally wrong.


    I guess polite and humble approach can back your money.

    I have tried to ask her to be patience and give extra 1 week when she first open the case. She did not answer the email and then she never answer my 5 follow up email and also Paypal follow up email.

    So I think she just want to keep the item for free.

    Anybody knows if IC3 or police report should be filed against her or paypal? Or any collection agency in Austria will help?

    PayPal is a nightmare to deal with and take forever too. Once it's closed over a certain period of time you have no chance. But a shot in the dark could be sending her a legal letter bluffing you have proof from he oat office it was signed for and you're going to take legal action against her if she doesn't pay up. May scare the buyer into paying you back. Or else email them with the bluff of your plans for a little personal visit to them. Worth a try and 5 minutes of your time just.

    Seriously Paypal sucks big time, I had a chargeback that was clearly proven and still Paypal did nothing. However I argued with the reps there like crazy and they agreed to credit my account $200 of the $1500 chargeback. So if nothing else bager your paypal reps and try to get them to bare some of the burden

    you are screwed. I dont sell outside of usa or canada because too many scammers.

    It would need to be against the buyer, but they don't have jurisdiction in Austria. You have the buyers name and address, report them for fraud to the Austrian authorities.
