PayPal can’t send money using card

I’m trying to send money in PayPal using my credit/debit card but when I try to send it doesn’t give the option to choose my card, is it PayPal or my bank problem?

How new is your PayPal account and have you verified your card on your PayPal?
 
Guess should be bank card problem, paypal shouldnt have issue adding credit card.
 
Depositing into paypal shouldn't be a problem if the card is verified. Or you could try debit card.
 
Wait 24-48 hours after you verified the card or at least until PayPal return their verification charge into your PayPal account..
