Is your account verified? If so, it will be best to upgrade to that type of account if you will use it for business. Paypal will help you in times of dispute.

I'd highly recommend not to upgrade to this type of account unless you have a registered business. The main difference between Premier and Business accounts is the fact that business accounts can send payments to multiple people at one go.

If you are operating under a business name or a group name then Business account is recommended. This account allows you to give other employees limited access to your account. If you are a personal user however that uses Paypal only for shopping online and receiving personal payments then it's no use upgrading, you can maintain your Personal account. If you are an individual seller who receive payment online for your services or products but has no business name then just upgrade to a Premier account.
