Paypal blocked my ip?

Hello!

paypal limited my account awhile ago and now i cant even reach the site, i have used ccleaner to erase but no help, i also restarted my router but still no good, after i tried with another proxy i got in and my account is still limited but why in hell they banned my ip??

i dont want to use paypal anymore but i have a balance of $10 that i want to use before closing the damn account

anyone else experienced this before and what can i do?
