PayPal annual 2500EUR limit

I have a personal PP account that I used a fake identity to create. Some identity from fakenamegenerator.
Now I need to verify it, they ask for a formal document.
I also have an option to just add personal information like my phone number, which is weird, it says to add the phone number and then I will be able to click "next" and I don't know whats the next step is...

What is a good text verification service? My account is Romanian.
