Paypal account ask for verification

i have created a verified paypal account for someone,verified it through one of my numbers. he is from some asian country.Now the problem is maximum after week time he sent me message that when he try to login into paypal it ask for verification (to send security code number to my mobile number) to verify the login.Now how to solve this thing because its been two month that he asked for code more then 10 times.Is there anyway we can fix this so he dont bother me again for code.Make sure paypal is not in that asian country

After turn on 2FA for paypal .can my client register his own number to activate the security key, because his country dont support paypal
