I suggest you, open a new bank account online in Federal Bank (use your wife/dad/mom/sibling details) and create a new account in Paypal. Be polite with your customer always. Give a clear instruction in the check out page regarding the refund policy. If the delivery is delaying due to the ongoing CORONA issue, let them know. You will be fine.

I got limitation only once during these years (Touch wood). I was creating one forex plugin for a client and the deadline was over. He raised the dispute and I convinced him to cancel the dispute and offered him some freebies. Soon he cancelled the dispute, the limitation was removed as well in some days (dont remember exactly.)

Maybe someone filed a refund claim against you and they found your refund claim ratio to be too high.

You can do that too. But remember the legal proceedings are tiring and during this lock down season, it will lag a lot. You need to create new PAN, TAN etc for your business along with a LLC license. You wont get a LLC till this lock down is over (30 days from here I assume minimum).

This is a fact as well. You dont need to say the niche.
You sold things that are legal ? like drop shipping? Hoping no nulled softwares, themes, etc. were part of your business.

Seems there is a good alternative to PayPal now. Create a new one from different browser/ip/etc and wait for 180 days to get your money back.

PayPal says I can never use their services again. So I can still make another account with a different business name?

Register a new business. Take PAN < TAN < GST etc as mentioned in my previous reply and create account on paypal.
