Yes, you can withdraw from any ATM that supports the type of card Payoneer provides.

Payoneer is your bank account. Just keep in mind that ATMs charge a fee for withdrawing funds (since you don't belong to any bank, fees will always apply), so plan ahead and don't withdraw bit by bit.
