This is not a restriction set by Payoneer, but with the RBI (Reserve Bank of India). They prohibit all non-Indian companies from issuing debit/credit cards to Indian residents.
We do offer a global bank transfer service that supports India. If you're working with a partner of ours that offers this service, you will be able to receive direct bank transfers to your bank account in India via Payoneer. We send the payments as local transfers, which means you're getting the funds from a local bank in India, in INR.
Can i know the fee for ATM withdraw and for purchase online

There is no transaction fee for online or in stores purchases. For cash withdrawals, there is a charge of up to $3.15 (exact charge would be listed on your My Account page, and may vary per partner).
One thing I'll say about Nissim, I've read a lot about payoneer on other forums and stuff before I noticed this thread here, and he's about the best customer service representative I've ever seen, answers questions and stays on top of things in a number of places.
I've got no questions at the moment but I may soon, wife is expecting a card between Apr 2 and Apr 9 ... hopefully it'll all run as smooth as I've read it works all over the internet.
