There asked me to finish up my verification process.
Which I uploaded my iD card and they rejected It stating that it is blur or corrupt. Then I log into my account only to see this screenshot

The answer would be to upload a clear ID, with the file types they accept. Simple. You're accounts should be good to go after.

thats clearly the reason why they blocked your accounts, send them your documents but make clearer pictures and you are good to go

I had a nightmare getting verified on payoneer, my docs were "under review" for ages, had to follow up, turns out no one was looking at them. Then got a random email from some onboarding person or marketing person about setting up my account, told them my docs were still under review, they said they would check into it and get back to me. Of course no response, then contacted them again.
Anyway, got there in the end and was verified. Just my experience, so OP do as they ask you but also follow up with them to make sure they do everything on their side too.

I thought it was only for me. I submitted it in 2020, and still it says "under review."

Yep, my payoneer account wasn't urgent, so I left mine "under review" for probably 2 months at least before I started following up on it. If you have under review for more than 2 weeks I would follow up with them. I think I had to resubmit documents as well. Can't remember, what I do remember is thinking that it was a shitshow over there.

Yes, I got my Payoneer account verfied in the end. I barely use it though.

Checked my Payoneer account and they had taken $23 in fees out leaving me with $2. For fuck sake! I was only using it as Udemy recommended it for their payouts, but fuck that, so switching udemy payouts to paypal now.
So for anyone else be aware of the fees, I assumed Udemy would recommend the best one, well it certainly wasn't for my circumstances.
