payment processor for payouts for freelancer website similar to upwork.com

Can anyone recommend a payment processor that will do payouts (through api) for a freelancer marketplace similar to upwork.com for global freelancers? PayPal is not giving approval I need to get this implemented asap. Must cover areas such as India, Philippines etc. Some of the processers won;t allow payouts to do "risk factor" of the business which is b.s. any help to point me to a viable one is great. Thank you.
